I am going to call the order of the select board meeting for Tuesday, April 8th, 2025, if we could stand for the select board meeting. Allegiance to the flag of the United States of America and to the Republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Madam Chair just let me know I'm recording. This is not a normal meeting so this is the only thing that's on the agenda tonight is discussions and votes to sign on the April 24th special town meeting warrant, and we did get changes back from town council, and both the board and the planning board has seen those changes. So, the intention tonight is to vote to approve the Warren, a warrant, excuse me, as tweaked by town council. So that's our intention is to vote that way. You folks have a meeting at six o'clock tonight. Six thirty sorry, with the intention to do the same thing as long as they're the same. The meeting can go on, correct? Whatever you vote for is what happens. So if they have a qualm or disagreement with it, depending upon what that is and what the article reads, you know, but at the end of the day, whatever you vote on tonight is what goes to the special town meeting. So you can, yeah, you can vote and you can incorporate the changes into the war and you can sign it by the 10th. It's, it's whatever you're voting. Correct. But what is going to go to the special town meeting is what you're voting for. That makes sense, although I don't think you got, you didn't get getting forward what I said, right? Could I read that quick? Because I'm thinking this could be divided into things about the war itself. And by the way, thank you. Sent to legal was good. He has a good voice, particularly about the war. And, you know, it has to be a two thirds to pass. Right. Stuff like that. Like I said, last time we were here, my feeling about the content questions. Like he had a couple that were already looking at and considering amending on the floor, which had to do with the maximum size, maximum acreage and some stuff like that. That I think we'll we would be happy handling as anybody could as amendments on the floor. But the war and I'm sure you don't want to sign a warrant without the changes that we want to put in the war part of it. So that what I had said was, you know, I had I just said, whatever. Yeah, thanks. And we've got several. We want to take several legal suggestion on several items. I think it could be done by amendment to the war by the select board before signing or do it. And number one was to insert in or after the description of each of the six articles, the phrase, the two thirds favorable to a member. You don't need to do that. That's just the law. You don't need to do that. OK, that was my suggestion. Ryan points that out during a meeting. I like what is if I may, if I just make the project, I always and this is another one of the things where it's like I would never say the vote passes 60 to 40. I would say the vote received 60 in the firm and 40 in the negative because of the fact that my declaration is just that's the declaration of the vote. The interpretation of it is what matters later. So if it if it required a two thirds and I say it passed 60 to 40, but it really didn't because it needed a two thirds vote. That's that's why I always do it that way. And the thing is, is I don't we can you can announce it. People can announce it at the meeting, but it never should never be in the war. And what the vote quantum should be for something to pass the war. And it's just that you say that before and along with also the same thing about who's sponsoring them. On the other hand, legal legal was pointing that out. I thought he was saying so that's fine. Yeah. So that's not necessary. So our intention is to vote on the warrant as modified. I'm going to say, right? Modified by amended by town council. That is what you folks need to go forward with during your meeting or change it on the floor during town meeting. Does that make sense? Except that some of some of his stuff was just suggestions. Are you saying that every suggestion that he made, you would want to incorporate in the warrant that we then that you said? Well, it's either that or we can't sign it tonight and then it's not happening. So we sign it based on that. Or and again, like Justine said, you could amend it on the floor. Absolutely. That's what we're we're we're already figuring with. Right. I just think it's important to remember that this is the select board's warrant. It's a select board's calling for the special town meeting. So it's the select board's discretion on how they want to set their warrant. And where he suggested he said, oh, you may not want to you might want to take these in a different order or renumber them. So that the battery one, which if passed, requires some change that we proposed in the new stable, these regulations. But he was like saying, well, put it put it put it down. Put that after first, do the one so that you don't adopt something on the use table if you don't have the you can take them in any order. Yeah. So that's what I think. Right. So will you suggest and then we can leave them as it is. But then when it comes down number one and then take them in whatever order until after the others have gone by. Correct. That would make perfect sense to me. OK, so you're you're just with what was printed in his copy coming back. You want to set that as the correct and where he had something that said, for example, because of the, you know, the forty eight three bet about solar regulation that they might have a question about this, you know, about whether the maximum acreage of a solar facility. We're already talking about that. That may be having looked at some other towns that have had that rejected. You know, we want to make it so that it's workable, reasonable. But when there's a suggestion like that, you know, I mean, that's something that we we figured to do on the floor. And it's just a suggestion. Yes, it doesn't make it correct. So anything that anything the town council advised to amend, that would be what we'll vote on when it comes to a suggestion or a then you take that up on the floor as the article was already written. And then take it up on the floor. OK. Yeah. And then we will we will dress that up a little bit format wise, not content wise and put it on the will give you what's needed to post. Right. Needs to be posted by Thursday. And yeah, it needs to be posted by Thursday. I need the actual warrant with all of the verbiage. Right. Correct. So I thought we were going to have that here to review. The problem is if we accept all changes, we're taking out all that like it's accepting all changes because they've changed. You know, they have something bold, they have stuff crossed out. So if we go ahead and accept all track changes and stop tracking, then we're messing with it has to be done. We can't just accept it all. All right. So you're going to make sure you're going to hate me for this. Just a suggestion. Once you find this all out, why don't you move to recess or adjourn this meeting until tomorrow? That way we all know. Look, I mean, with all due respect, I'm going to be the one posting. I'm going to be the one running the meeting. I'm going to be the one recording the meeting right now. I have nothing. So I can't even I can't even make an opinion regarding something like, you know, with the suggestions to say whether or not that would even be proper for someone to do. So what I can do is after this meeting, after the planning warrant meeting at 638, I can go in and clean that up and get it over to you. Right. I need to know how they're. I understand what I'm saying is that whatever they decide to vote on is what the warrant is. So if they have changes after they can't make changes. Correct. So it's only the amended. Not any suggestions. It's the amended warrant. So they gave you the verbiage and the language for each article that needs to be correct. OK, that's fine. So other things were only things to kind of think about. You know, I'm not taking his other comments. I mean, but this this speaks to the thing that two weeks ago you were sitting there saying, why are we why are we doing this now? Why shouldn't we wait to the to the annual town meeting? And now this is now we've got fluid. Now we've got a missing board member. And now you're talking about trying some things. This is we're not we're changing it. It's amended because town council reviewed it. And that's what we wanted. You know, but I mean, we've got unhappy people as amended by town council. Correct. Thank you. Correct. That's fine. We certainly we're going to meet again to say what amendments, if any, do we think are necessary to raise the floor? So that's just printing that up. Except that if we go ahead and accept changes, it's also the changes you've made. So, you know, right. We don't want to mess up what you made changes to. We haven't made any changes since what went off to legal. Yeah. Correct. But it's still going to because it's a word document, it would take it would change it all. So like what you've lined out, what you it would accept those. And you still want to see that in the morning. And yeah. And we all did. Everyone still needs to see that in the way. Right.
